Division of work: Examine and approve the preliminary design of basic construction projects, the non-tendering projects of engineering construction, scope and method of tender invitation, investment plan of economically affordable housing, enterprise-invested projects (records),  commencement report of government-invested projects (special projects) and the preliminary design of government-invested projects based on the specified authority; comprehensively coordinate and lead the examination and approval of export quota of grains, cotton and coal and the import tariff quota of grains and cotton, reasonable energy use of fixed assets investment projects,  domestic-funded enterprise-invested projects, foreign-invested projects, overseas investment projects, new heating boiler for production, enterprise bonds issue (preliminary examination), the high-tech industry development projects that is below the quota (scale) or does not involve special regulations of the state, government-invested projects, confirmation letter for the foreign-invested projects meeting the state’s industrial policies, confirmation of domestic-funded and foreign-funded projects encouraged by the state, the total scale of various foreign loans, capital source and the use, foreign loan projects and the project fund application report, highway and waterway passenger transport price and the charge for extended services, charge of public parking lot, scenic spot ticket price, urban water supply price and the standards for sewage treatment charge, cable TV charge, price and charge of supporting facilities of construction projects, service price of civil explosive products, taxi fare, administrative charge; undertake the organization and coordination of examination and approval work of the investment projects
