Division of work: Responsible for working out the medium-and-long-term plan for the economic system reform of the city; put forward the annual tasks and focal points of economic system reform, as well as the implementation suggestions; responsible for making a research on the transformation and major reform of government functions in economic management; responsible for making a research on the major system reform problems in labor security, income distribution, as well as the corresponding supporting policies and measures; participate in the research and establishment of the system reform and supporting policies in such fields as scientific technology, education, culture, health care, sports, and organize the pilot points; draft the comprehensive manuscript in terms of economic system reform; participate in the drafting of important reform pilot points, rules, regulations and policies; organize the theoretical research on economic system reform; responsible for the research on the problem in system reform during urban and rural development; put forward the countermeasures and the corresponding measures for reasonable flow and optimal configuration of production factors between urban and rural areas; organize, coordinate and guide the reform work of the comprehensive reform pilot points of small towns and coordinate the reform work of key towns; establish the system reform and the supporting policies on such fields as urban and rural public utilities and monopolized industry; make a research on reform of urbanization and land use system; undertake the routine work of the municipal Key Towns Development and Reform Leading Group Office. Put forward the suggestions, policies and measures for fund balancing of the whole society; responsible for analyzing the fiscal and financial operation situation and put forward the policies; responsible for making a research on reform of investment and financing system and the policies and measures for attracting private capital investment; responsible for the examination, application for approval and supervision of enterprise bonds issue; responsible for the records and management for setting up of investment fund (company)
