(I) Organize the compilation of the national economic and social development strategies of the city, medium-and-long-term plan and annual plan; responsible for planning system reform and establishing the development planning system; responsible for drawing up planning and plan and the comprehensive management (such as organize the examination and evaluation adjustment); organize the compilation, examination and approval of regional planning and key special plans; linking and balancing the relationship between regional planning and special planning (such as industrial development planning, general plan on land use, general urban planning, etc.); comprehensively coordinate urbanization-related endeavor
(II) Responsible for balancing the main economic aggregates of the city (such as total social demand and aggregate supply) and coordinating the main proportional relation; put forward the objectives and policies for national economic development, optimization of major economic structure and implementation of sustainable development strategy; guide and promote the coordinated development of regional economy; promote the balanced development of urbanization and urban-rural integration; responsible for comprehensive management of circular economy; organize the compilation of the plan of territorial management, reasonable development and utilization of resources, ecological environment protection and construction; comprehensively coordinate the relevant work during the implementation of the plan; put forward the annual plan on transformation of farmland into construction land for construction projects of the city with the relevant departments
(III) Study and analyze the national economic and social development status of the city, and macro-economy monitoring and early warning shall be carried out; put forward the policies and suggestions for regulation and control performed by making use of economic means in terms of finance, banking, investment and price; responsible for application-for-approval and supervision of issue plan of enterprise bond of the city
(IV) Put forward the general plan and implementation suggestions for economic system reform of the city according to the general arrangement for economic system reform of the state and province; responsible for the coordination during the implementation of the general plan and scheme; put forward the tasks, focal points and implementation suggestions for the city’s annual economic system reform; organize the pilot points for comprehensive reform; responsible for the research on prospective and all-round major reform topic; guide the reform and development of key towns of the city with the relevant departments; responsible for the general planning on development of joint stock company and capital market in our city and the formulating the corresponding policies; responsible for guiding, coordinating and examining the reform work of the listed companies and non-listed companies in our city
(V) Give the total scale of social fixed assets investment of the city; draw up the major guidelines and policies in investment and construction field; make a planning on layout of key projects; responsible for the comprehensive management of government-invested projects; responsible for the examination, approval and application-for-approval of government-invested projects; establish the supervision and management system for government-invested projects and responsible for the tracking inspection; establish project library and put forward the suggestions for arrangement and use of the municipal fiscal construction funds; enhance and improve the macro-control over various private investments; establish the industry access standards for space layout planning and resource utilization; responsible for the management of engineering construction cost, consulting and assessment industry; draw up the policies, rules, regulations and systems on tendering and bidding of the city, and perform supervision and management for the tendering and bidding during the construction process of of key construction projects
(VI) Responsible for the comprehensive management of key projects and practical projects of the city, and compile the planning on the key projects and practical projects; responsible for the prophase work of key projects and the coordination, service and supervision during the project implementation; responsible for inspection of key construction projects of the city; responsible for the examination of key projects and practical projects
(VII) Put forward the development strategy and medium-and-long-term plan for utilization of foreign investment, overseas investment and foreign economic and technical cooperation of the city; responsible for the management of overall external debts; responsible for arranging and reporting the foreign-invested projects, loan project of international financial organizations, foreign government loan project, international commercial loan project and overseas investment project; put forward the suggestions for fund balancing of the whole society; guide the development of local financial industry
(VIII) Responsible for the planning management on adjustment, control and storage of such important goods and materials as grains and cotton of the city and the construction planning on storage and transport facilities; guide and supervise the collection, storage, shifting and allocation of important goods of the city; responsible for the planning management on import and export of important agricultural products of the city
(IX) Responsible for the linking and balancing between social undertakings (such as science and technology, education, culture, health-care, sports, travel and population) and national economic and social development plan (planning) of the city; put forward the policies promoting the parallel development of economy and society (promote employment, adjust income distribution and perfect social security); coordinate the important issues during the development of social undertakings; participate in the establishment of policies on social security system reform
(X) Work out the development strategy for agriculture and rural economy with the relevant departments, and the objectives and policies and suggestions for aggregate balance of main agricultural products, structural adjustment and productivity layout; guide and coordinate the comprehensive management of agricultural resources and agricultural division of the whole city
(XI) Put forward the strategy and policies for the development of main industries of the city; organize the compilation of high-tech industrialization development plan with the relevant department, and promote the industrialization of major scientific and technological achievements; organize the determination and implementation of key industrial projects of the city, and put forward the special development planning for main products; responsible for the development planning and comprehensive balancing of various parks (development zones) in the city; comprehensively coordinate the development of service industry of the city; responsible for draw up the policies and measures for development of tertiary industry, and make a research on the development strategy and main policies of service industry; put forward the development strategy for internal and foreign trade of the city; compile the development plan of logistics industry and organize its implementation; establish the policies and measures for cultivating the market entity logistics industry
( XII) Put forward the development strategy and planning of such basic industries as transport, energy source and raw materials; responsible for arrangement of the construction projects of transport, energy source, industry and high-tech industry; make a comprehensive plan on shoreline of the city with the relevant department and coordinate the use management of shoreline; responsible for the planning on heat supply infrastructures; comprehensively coordinate the application promotion of new materials and new energy
(XIII) Responsible for compilation of the city’s price plan and the regulation and control over general price level; establish the price policies and the important price adjustment schemes; supervise and monitor the price and price trend of important commodities; determine and adjust the price of important commodities and services managed by government; supervise and inspect the price activity of state organs, enterprises and public institutions and intermediary service organs according to law; investigate and punish the behaviors and cases in violation of price-related laws according to law; responsible for cost supervision and examination work
(XIV) Take charge of and guide the Party building, publicity and education, organization and personnel, discipline inspection and alliance work of the committee and the subordinate units; manage the cadres of the committed and the leading group of the subordinate units based on the cadre management authority, and manage the cadres under the entrustment of the municipal Party committee
(XV) Undertake other tasks assigned by the municipal government
